Christopher Robert Smith, Baron Smith of FinsburyPC (born 24 July 1951) is a British politician and a peer; a former Member of Parliament (MP) and Cabinet Minister; and former chairman of the Environment Agency. Although[citation needed] he is currently not aligned to any party, for the majority of his career he was a Labour Party member. He was one of the first openly gay British MPs, coming out in 1984, and in 2005.

In 1981, Owen was one of the "Gang of Four" who left the Labour Party to found the Social Democratic Party (SDP). Owen led the SDP from 1983 to 1987, and the continuing SDP from 1988 to 1990. He sat in the House of Lords as a crossbencher until March 2014, and now sits as an "independent social democrat".
